The Zadroga Act, the statute that created the September 11th Victim Compensation Fund (“VCF”), limits eligible injuries to those consisting of “physical harm.” While individuals with psychological injuries such as PTSD, depression, or anxiety may be eligible for free treatment and medication provided by the World Trade Center Health Program (“WTCHP”), the statutory language Source: James Zadroga 9/11 Health and Compensation Act of 2010 does not allow the VCF to provide compensation related to individuals’ psychological illnesses.
